Martin to Retire From ARCI President Role

The board is accepting proposals and applications to perform the responsibilities.

The ARCI Board has been informed by its President, Ed Martin, that this will be his last year as a full-time employee of the association.

Martin has served as ARCI President for twenty years, following ten years as Executive Director of the New York Racing and Wagering Board (now the NY Gaming Commission). He is internationally regarded as an expert on horse racing regulation and has testified before both Congressional and US Senate Committees as well as countless State Legislative and regulatory panels. He was retained by the Province of Ontario, Canada to assess and advise on their regulatory structure and has assisted numerous law enforcement investigations and State Attorney Generals dealing with racing related issues.

Perhaps his highest profile investigations were: the 2002 Breeders Cup Wagering Fraud case where Pick-6 losing tickets were modified to become winning tickets; the mutuel department investigation into the New York Racing Association that resulted in a federal felony tax charge and ultimate guilty plea for a conspiracy to defraud the government; and the surprise lock down and raid at Yonkers Raceway that resulted in countless drug charges and a federal case that to this day defines the ability of racing commissions to conduct warrantless searches.

The ARCI is accepting proposals and applications to perform the association management responsibilities now performed by Martin. Interested individuals or entities should review the Recruitment Announcement as well as the Position/Function description.

The deadline to submit a proposal or application is Friday, September 4, 2026. Proposals are to be sent to the following email address, horseracingintegrity@gmail.com
